O objetivo do seminário é apresentar e discutir metodologias de implementação de políticas públicas de promoção da igualdade racial, apontando os desafios para que estas se efetivem. O seminário pretende ainda sensibilizar e formar educadores do sistema oficial de ensino sobre a questão racial, fortalecendo o tratamento da temática racial/étnica, como conteúdo permanente e regular dos currículos, auxiliando os educadores em suas práticas pedagógicas. We welcome submissions on a variety of topics related to this theme. Deadline: June 1, 2004 Cardosos Brazil and Neoliberalism Proposal submitted by Jack Hammond and Joao Roberto Martins Filho During the eight years of his administration (1994-2002), President Fernando Henrique Cardoso performed a massive experiment on the Brazilian economy by becoming the champion of neoliberalism and making his government a paradigm of the political economic regime that was adopted to varying degrees in the countries of Latin America during the 1990s. Neoliberalism entails shrinking the government sector through budget reductions and privatization of government-owned enterprises, opening the economy to foreign imports through free trade measures, increasing foreign indebtedness, and in general pursuing macroeconomic stability while sacrificing economic growth. At the same time Cardoso adopted compensatory social policies which made notable achievements in the areas of public health (most famously, with regard to the free distribution of AIDS drugs) and an expansion of elementary education. This issue of LAP will examine the neoliberal package as it was applied in Brazil and the accomplishments of the Cardoso regime. We will offer an assessment of the government?s policies on the domestic economy, educational and social policies, and Brazil?s international standing. We are looking for articles which will offer a comprehensive examination of neoliberalism: to what extent does neoliberalism represent a coherent policy package? Is it inevitable in the current conjuncture of globalization, or do countries have other choices? s applied in Brazil, what were neoliberalisms accomplishments and failures? Did the government in fact follow the principles of neoliberalism that it espousedcan it be regarded as a classical neoliberal regime and a test of neoliberalism?s claims for economic growth? What were the policys effects: did it achieve its own goals, and what were its unanticipated consequences? To what extent were successes and failures attributable to the neoliberal principles themselves, and to what extent did they derive from deviations from those principles or from exogenous factors (whether deliberately imposed by more powerful countries and international institutions or the result of the complex interplay of policies and market forces and not attributable to specific intentions) not attributable to the government?;s own policy choices? What was the response from unions and other social movements and in public opinion? Finally, as is well known, Cardoso?s candidate, José Serra, lost the 2002 presidential election to Luiz Inácio Lula da Silva of the Workers? Party who campaigned as a stern critic of his predecessor?s policies and promised major changes. What is the legacy of the Cardoso years and to what extent has it constrained the new government?s freedom of action and policy choices? 1. En un mundo globalizado, paradojalmente, las diversas culturas del mundo tienden arecomponerse y fortalecer procesos de diferenciación; constituyen definitivamente realidades sociales en las que los individuos son consciente de ellas y buscan diversos medios para su expresión. Invitamos adesentrañar en el análisis de los casos que se presenten, las causas del fortalecimiento de las identidades etnicas, las nuevas relaciones que se han establecido ose pretenden establecer con los respectivos Estados.
