What Hosts and Guests Need to Know

 

Purpose of Mardi Gras Guest Registration

 

Since each resident is allowed to host 2 guests during Mardi Gras, there will be numerous non-Tulanians on campus who will be staying in the residence halls.  We register guests so that we can know who is in the halls.

When a guest is registered, they will be given a wristband to wear during their time on campus. This helps students, Housing staff and TUPD to quickly identify who is a registered guest and who is not.

Guest privileges are extended to Tulane residents provided guests and hosts abide by Tulane University and Housing & Residence Life policies at all times.  Failure to do so may result in revocation of your guest pass!

  1. Each resident is allowed two (2) guest of his/her gender in his/her room.
  2. Guests must be over the age of 18. If your guest is under 18, they must have their parent or legal guardian submit a Liability Release form prior to registration.
  3. Guests will be permitted to move into the residence halls starting at 12:00 Noon on Thursday, February 16th and may stay until Tuesday, February 21st.
  4. Students must accompany guests to register at the Housing Office, located in Irby Hall, 1st floor.  The registration form is available here. This form must be signed by the guest, host and host's roommates, if applicable.
  5. For a guest to be registered, the host must inform their roommate(s) that they intend to have a guest stay.  The roommate must sign a statement of understanding and that must be submitted with the guest registration information.  By signing the statement of understanding, the guest acknowledges and agrees that their roommate may have up to 2 guests stay during Mardi Gras. 
  6. ID wristbands are mandatory for guests at a cost of $80. Only Visa, Mastercard, Money Orders or Accounts Receivable payments will be accepted.  We will not accept cash or checks.
  7. The $80 fee for guests covers the cost of additional Facility Services coverage, including extra custodial services, additional Public Safety coverage, as well as Mardi Gras administrative costs. 
  8. All non-students must wear the Mardi Gras ID wristband and carry a driver's license or state-issued ID to be allowed access to Tulane.  Persons without wristband and driver's license or Tulane ID will be escorted from the campus grounds.  A resident found to have an unregistered guest will be fined $80.00 in addition to being charged with violations of the code of student conduct.
  9. Replacement ID wristbands will be issued at a cost of $40.00.
  10. Students are responsible for the behavior of their guests anywhere on campus and any consequences resulting from their actions.
  11. The following are expressly prohibited: 

-Behaving in a lewd or indecent manner in the halls

-Throwing objects from windows, ledges, rooftops or balconies

-Standing or sitting on rooftops, ledges or balcony railings

-Smoking in ALL residence halls

  1. Quiet hours are strictly maintained during the Mardi Gras period:  Thursday and Tuesday 8pm-8am and Friday-Monday 12am-12pm. Consideration hours are in effect all other times.

13.   Students and guests are responsible for upholding the entire Tulane Alcohol Beverage Policy, including the section specifically addressing alcohol use within the University Residence Halls, as follows:

a.   Anyone under the age of 21 may not possess or consume alcoholic beverages anywhere on campus at any time, including in residence hall rooms or apartments.

b.   Students or guests of any age are not permitted to possess or consume alcoholic beverages in public areas (such as lobbies, hallways, stairwells, balconies, walkways, patios/picnic areas, lounges or other public areas) except at registered events.

c.   Possession of kegs, party balls, or other large quantities of alcohol is not permitted in a student's residence hall room/apartment.

d.   Students under the age of 21 may not possess alcoholic beverage containers (whether full or empty) in residence hall rooms or apartments.

e.   The purchase, sale, and delivery of alcoholic beverages are expressly forbidden in and around on-campus housing.

f.   Students are not permitted to brew alcoholic beverages in the residence halls. This includes the privacy of their rooms, in or around residential areas, and in public areas (such as lobbies, hallways, stairwells, balconies, walkways, patios/picnic areas, lounges or the areas immediately surrounding the residence halls).

g.   Open containers of alcohol are not permitted in public areas, including, but not limited to, lobbies, hallways, stairwells, balconies, walkways, patio/picnic areas, lounges, or the areas immediately surrounding the residence halls.

  1. Students and guests are legally responsible for their actions in all mental and physical states, including those induced by alcohol consumption.
  2. Federal, state & local laws prohibit the use of controlled substances & drug paraphernalia.  These items are not permitted on campus.  The possession, use, or sale of illegal drugs and/or drug paraphernalia will be dealt with severely and may result in arrest and criminal charges.
  3. Guests are not allowed to stay in a room where the host/resident is either out of town or staying elsewhere in the city.  Any resident who allows his/her room to be used in this manner will be subject to disciplinary action.  Housing and Residence Life also reserves the right to levy disciplinary action against resident who allow unregistered guests to use his/her room or the residence hall facilities.
  4. You are responsible for properly identifying yourself with your Mardi Gras wristband and driver's license when any Tulane official asks you to do so.  These officials include but are not limited to Department of Public Safety officers, Resident Advisors, Desk Services Coordinators, and Area Directors.
  5. When a guest enters a residence hall, he/she must present a driver's license and be logged into the front desk's database.  While in the hall, the front desk will keep the guest's driver's license. Guests will receive their driver's license upon exiting the building.  Registered guests are allowed into the hall in which they are registered at any time between February 16th and February 21st.  If you wish to go to a different building, a resident of that building must sign you in as their guest.
  6. KEYS WILL NOT BE ISSUED TO GUESTS NOR MAY TULANE STUDENTS GIVE THEIR KEYS TO THEIR GUESTS. RAs WILL NOT UNLOCK ROOMS FOR NON-RESIDENTS.  Residents are responsible for returning with their guests and personally letting them into their rooms.
  7. If you are leaving town for the Mardi Gras holiday, please notify your RA.  Be sure your door and windows are locked.
  8. The university is not responsible for individual students' and guests' belongings.  Any theft in the residence halls should be reported to the Tulane Office of Public Safety at x5381.
  9. Guest parking will be available in Diboll Complex at a cost of $5 per car per day.  Guests staying in the residence halls must register in order to obtain parking.
  10. No unisex bathrooms during Mardi Gras.  Do not allow guests of the opposite sex to use facilities on your floor or in your suite.  Please send them to the appropriate floor or building.
  11. In the event of a fire alarm activation, all students and guests must immediately evacuate the building.  Activating false fire alarms, improper use of fire fighting equipment or refusal to leave the building during an alarm are very serious breaches of safety regulations.  Any student who jeopardizes the safety of the community shall be liable to judicial action.

 

Out-of Town guest must have a Mardi Gras ID wristband.  They absolutely will not be allowed in residence hall without it.  New Orleans residents may check in with a Louisiana License with a local address or local university ID.  They must show their ID to the Desk Service Coordinator (DSC).

MARDI GRAS TIPS to HAVE FUN AND BE SAFE!

Remember to lock your door and do not prop open your door.  You never know who may be on your floor or in the building. 

Do not give your guests your room key. 

Don't leave your friends behind, especially if they are intoxicated. 

Do not let strangers or someone you just met at Mardi Gras into your building or invite them home.   You could become a victim of crime. 

Travel as a group.   There is safety in numbers! 

If you are questioned by the New Orleans Police Department, be cooperative and respectful or you might find yourself in central lockup. 

The New Orleans Police Department does not tolerate public urination, and if caught, you will be arrested.
