Under House Bill 1162, the legislation transferring the management of Louisiana's $753-million Charity public hospital system to Louisiana State University, Tulane University Medical Center will continue its medical education programs and patient care activities in two of the Charity system's hospitals. The transfer will occur on July 1.
Chancellor John C. LaRosa pledged his support for the part of the bill that outlines a partnership between Tulane and LSU at the Medical Center of Louisiana in New Orleans and Huey P. Long Hospital in Pineville.
"We're looking forward to a future where two academic medical centers can focus their energy and resources on improving patient care, education and research," LaRosa says.
Under the bill, Tulane, LSU and a private partner to be named will share governance of New Orleans' Medical Center of Louisiana, composed of University Hospital and Big Charity. A similar arrangement, with the Department of Health and Hospitals (DHH) as a third party, gives Tulane management responsibilities at the Huey P. Long Hospital in Pineville, where Tulane has held teaching programs and provided patient care for the past 40 years.
"The bill contains virtually everything that we thought was necessary to protect our interest in Charity and make sure that we had a say in the public hospital system," LaRosa says. "Also, there is a lot of sunshine as a result of this bill on the processes of governance, which I think will be good."
One of the provisions of the bill affecting Tulane is the establishment of an open, transparent process for the allocation of state medical education resources by the secretary of the DHH. A Medical Education Commission with representatives from Tulane, LSU and Ochsner will advise the secretary on allocation issues.
Another provision allows for final dispute resolution by the state's commissioner of administration. The bill will also allow Tulane physicians to participate in the new state-run health maintenance organization to serve Medicaid patients.
