Facilities Services Contractor Policies

To ensure compliance with Federal, State, and local construction, building, remodeling, maintenance and service mandates, Tulane University Facilities Services is the only department authorized to hire contractors for such services on behalf of the University. Facilities Services pre-certifies contractors/vendors and verifies insurance requirements prior to a contractor or vendor performing services on the University’s campuses. In addition, all contractors and vendors are required to sign the University’s standard contract for such services prior to commencing the contractual work. Facilities Services will have the opportunity to request bids on all University projects, irrespective of the contract amount.Below are the initial steps for the contractors to qualify for construction work:

Outside Construction Contractor’s Qualification Process:
Facilities Services requires that a new and/or first-time contractor requesting or seeking construction work submit AIA Form A305, “Contractor’s Qualification Statement.” Contractors can request and pick up a blank form from Ivis Boudreaux (865-5448) at her office in Facilities Services Room 201.

Exclusion:
If Facilities Services already has a contractor’s AIA Form A305 on file and has approved the contractor to perform construction work on the uptown campus, then the contractor need only update the status of their insurance for Risk Management and Facilities Services records prior to being awarded any new construction project or job contract.

Facilities Services Approved Outside Contractor:
Prior to performing any work on the uptown campus, approved outside contractors that are awarded a construction project or job will sign either AIA Contract written/modified by the Tulane University General Council or a Master Service Agreement (MSA) Contract, depending on the type of work.Contact Ivis Boudreaux, ivis@tulane.edu at 504 865-5448 for information on the contract process.

 

 

Environmental Health and Safety Contractor Policies

 

Contractor Safety:
Tulane University Environmental Health and Safety Policies and Procedures state:

1. To ensure compliance with federal, state, and local regulations regarding construction, remodeling, maintenance and service mandates, Facilities Services is the only department authorized to hire contractors on behalf of the University. All requests for contractor services must therefore be processed through Facilities Services.

2. To ensure compliance with federal, state, and local regulations regarding occupational and environmental health and safety, the Office of Environmental Health and Safety (OEHS) must be notified before contractors are hired for construction, remodeling, maintenance, and services. OEHS must also be notified and must grant approval before any contractual arrangement is made for the acquisition of hazardous materials and/or services involving the supply, transport, or disposal of hazardous materials.

Laboratory (or Studio) Close-Out:

As per University Environmental Health and Safety Policies and Procedures, laboratories and studios are to be left in a safe condition prior to renovating or vacating the area. To facilitate this process, the area supervisor or principal investigator is to initiate a close-out 90 days before vacating or renovating.
